Yes. Some states’ laws might be a bit more grey on the matter, but you will more than likely be arrested if you’re found with one regardless of what state you are in.

Basically, you have to pay off the ATF if you want to build one. You would also have to get it registered so that it can be tracked in the event of a crime.

It’s so hilariously easy, like a pipe shotgun for example, all you need is 2 pipes and something which acts as a firing pin.
